As the fiscal and contract administrator, Janet oversees and manages SAMHSA's CAPT contract and budget and related sub-contracts to ensure budgetary compliance and appropriate levels of spending. She also administers budgets and contracts for subcontractors and vendors. Janet is responsible for advising the CAPT management team on business matters related to fiscal viability, including annual projections, forecasts, and contractual issues. Janet monitors accounts payable and receivable, and small business compliance.
Janet has extensive experience working in education and behavioral health, in both the non- and for-profit arenas, for a variety of federal, state, and private funders and agencies. She designed and managed a unique employee support program focused on populations with barriers to employment that incorporated education, childcare and transportation in addition to jobs and job skills. Janet also successfully developed and directed several comprehensive statewide urban environmental youth and adult initiatives promoting education and workforce development.
She holds a B.S. in business administration from Robert Morris University, an M.S. in education from Connecticut State University, and graduate studies in special education from Boston University.
