Penalties, fines, and detention for people or institutions that don’t comply with an established policy. Examples include taking away the license of an intoxicated driver or fining a merchant for selling tobacco or alcohol to underage youth. Some communities also fine young people caught possessing alcohol or tobacco products.2 Additionally, enforcement strategies include sending offenders to jail for driving while intoxicated or for violating state or local laws governing the use of alcohol and other drugs.
