Director of Administration
Jack is the Director of Administration for SAMHSA's CAPT and is responsible for overseeing the day-to-day operations of the CAPT including overall responsibility for contract management, project oversight, ensuring the execution of contract tasks, and financial management. His background includes a Masters in Public Health from the University Of Tennessee, and over 25 years of public health experience. He has developed a wide range of skills in program management, public policy, planning and organizational development, and training and technical assistance.
Prior to coming to the CAPT, he has also worked extensively on bridging the schism between primary care and prevention through his past experience working at the local level running a substance abuse prevention coalition. During his tenure as the Director of the Gloucester Health Department, he opened the Gloucester Family Health Center (FQHC) including leveraging funds from the city, local hospital, and the federal government. At this point, he is currently the Vice President of the Board of Director’s for the North Shore Community Health, Inc. that runs federally qualified health centers in Salem, Peabody and Gloucester, Massachusetts. Also, in 2004, He played a major role in making Massachusetts smoke free.
