Carol Oliver

As the Director of Training and Technical Assistance (T/TA), Carol Oliver is responsible for ensuring quality T/TA services throughout SAMHSA's CAPT system. Her role involves the setting of T/TA practice standards and ensuring T/TA providers have access to effective T/TA materials. She is also available to T/TA staff for consultation regarding the planning and implementation of effective T/TA to States and other clients.

Carol has extensive experience as a T/TA provider at the State and local levels, with expertise in facilitated planning, coalition development, training design and implementation, and systems level change. Prior to her work on SAMHSA's CAPT, she managed a Massachusetts regional substance abuse prevention center. Carol has a B.A in international relations and an M.A. in teaching from Boston University.
