Application Process

Who Can Apply?
Programs interested in applying to participate in the STS Initiative must be both innovative and interested in gathering evidence of their program’s effectiveness. For the STS Initiative, we have adopted the National Association of State Alcohol/Drug Abuse Directors’ (NASADAD) definition of what it means to be an innovative program:

An innovative program is considered to be a pioneering, cutting-edge program that maintains exemplary standards in such areas as program management, goals and objectives, activities and strategies, and population(s) served. Innovative programs are distinguished by their creativity, originality, or their adaptation to specific cultural groups.

Innovative programs can be universal, selected, or indicated in nature. They can include, but needn’t be limited to, the following kinds of objectives:

  • Reducing the availability of or access to alcohol, tobacco, and other drugs
  • Strengthening anti-drug-use norms and attitudes
  • Enhancing behavioral and resistance skills
  • Decreasing risk and enhancing protection in families
  • Fostering social bonding or connectedness and reducing social isolation
  • Ensuring interventions are culturally and developmentally appropriate for populations served
  • Intervening early and at key developmental stages
  • Intervening in appropriate settings and domains

In addition, to be eligible for STS, programs must be:

  • Focused on alcohol, tobacco, and other drug prevention or address the promotion of mental health.
  • Nominated for participation by a State Alcohol and Drug Agency. For a listing of such agencies click here.
  • Funded at a level sufficient to operate for at least one year.
  • Interested in applying for national recognition as an evidence-based program.

Preference will be given to programs that address CSAP’s FY2008 priority areas (from Federal Register, Vol. 72, No. 106- June 4, 2007). Specifically, priority will be given to comprehensive community strategies, actions and interventions that:

  • Prevent and/or reduce substance abuse and its related problems—e.g., underage drinking, inhalant abuse, cannabis use and abuse, drug-related suicide, alcohol and drug abuse among young adults, misuse of alcohol and prescription drugs among the elderly, and HIV/substance abuse problems.
  • Change policies and practices at the community level to reduce risk factors and/or increase protective factors across multiple domains—e.g., workplace, schools, and neighborhoods.
  • Address emerging substance abuse problems—e.g., methamphetamine, over-the-counter drugs, fentanyl and other synthetic drugs.

Finally, nominated participants must be willing to submit an application form and “pre-academy” materials. They must also commit to taking an active role in the development and implementation of an evaluation-focused action plan.

How to Apply

In order to apply for Service to Science, programs must be nominated by their State's Alcohol and Drug Agency (see list below) during the Call for Nomination period. Usually, the Call for Nominations is released to State Agencies in November and nominations are submitted to the Northeast CAPT before January.

Once programs are nominated, Shai Fuxman will notify and forward an STS Application to them.
