Preventing the Use of Club Drugs: Building Community Support

Across the country, the use of club drugs such as Ecstasy and Methamphetamines is increasing. Many state and local entities have responded to this growing concern by funding prevention interventions. Yet many communities, unaware of the implications of club drug use, are reluctant to support or participate in these prevention efforts. Raising community awareness and building community partnerships then become the key to educating, engaging, and mobilizing communities to action.

This interactive audio conference will begin by exploring club drug usage and distribution patterns across the U.S. Participants will then hear representatives from communities in Pennsylvania and Georgia describe local mobilization efforts to combat Ecstasy use and Methamphetamine production.

Panelists for this event will include Detective Donald Ingrasselino, police detective for the State of New Jersey and a detective for the Bergen County Prosecutor’s Office Narcotics Task Force; Yvonne Stroman, Director of Community Partnership Programs for the Community Prevention Partnership of Berks County, PA; Dr. Brian Dew, Assistant Professor at Georgia State University and founding member of the Atlanta Methamphetamine Working Group. Carlos Pavão, Training and Technical Assistance Manager for CSAP's Northeast CAPT, will moderate.

Target Audience: Ecstasy and Other Club Drug Grantees and other prevention practitioners interested in learning about emerging club drug use trends and community building efforts.

Presenter Bios:

Dr. Brian J. Dew, Ph.D., LPC, CSAC is an Assistant Professor in the Department of Counseling and Psychological Services at Georgia State University. Dr. Dew currently serves as the Director of the Atlanta Methamphetamine Task Force and is Atlanta’s representative to the National Institute on Drug Abuse’s Community Epidemiological Work Group. His research on methamphetamine and ecstasy users has been presented to international and national audiences. Dr. Dew has held active leadership positions in the American Counseling Association and will be President of ACA's Association of Gay, Lesbian, and Bisexual Issues in Counseling (AGLBIC) in 2006-2007. His research interests include substance use, sexual minority issues, wellness, group counseling, and counselor identity.

Donald Ingrasselino is a police detective for the State of New Jersey and a detective for the Bergen County Prosecutor’s Office Narcotics Task Force. Prior to this, he was a Federal Law Enforcement Officer and an Enforcement Officer at the U.S. Department of Justice, Immigration and Naturalization Service. This assignment included apprehending violators of immigration laws, prisoner escort, foreign deportation, and handling special operations within New Jersey for the Special Response Team.

During his tenure with the Bergen County Narcotics Task Force he worked in an undercover capacity, where he personally purchased controlled dangerous substances and monitored conversations by members of the Bergen County Prosecutor’s Office Narcotics Task Force while they made undercover purchases of controlled dangerous substances. He has participated in over 900 investigations that have led to arrests of individuals for violations of federal laws, including the Controlled Dangerous Substance Act of New Jersey and the Comprehensive Drug Reform Act of 1987.

Detective Ingrasselino is a graduate of Seton Hall University, where he received a Bachelor of Arts in criminal justice, a graduate certificate in law and justice management, and a Masters degree in public administration.

Carlos Pavão is a Training & Technical Assistance Manager with CSAP's Northeast CAPT. He has over eight years of coalition development, community organizing, school reform, youth development, governmental relations, program analysis, and systems building experience, and particular interest in developing strategies for reaching multicultural and newcomer populations. Mr. Pavão has also worked extensively on public health promotion and outreach efforts, including tobacco, HIV/AIDS, substance abuse, cardiovascular, pediatric obesity and nutrition.

Mr. Pavão has an MPA from Bridgewater State College and a BA in anthropology and history, with a concentration in non-western cultures, from Brandeis University.

Yvonne Stroman has spent her professional career working with children and families. She currently serves as the director of Community Partnership Programs for the Community Prevention Partnership of Berks County, a community-based, non-profit prevention organization located in Reading, Pennsylvania. Her field of expertise includes an emphasis on substance abuse prevention. She coordinates the Ecstasy Prevention Project, the Drug-Free Communities Initiative, the Tobacco Cessation Project, and the Underage Drinking Coalition. Additionally, she serves as the coordinator of a program for grandparents raising their grandchildren, coordinator of training for those working in youth-serving agencies, local coordinator for the Pennsylvania Minority Affairs Committee, member of the Domestic Violence Council, and school board member. She is also a member of the Mayor’s Community Council, and a member of a special emphasis committee of the United Way.
