Single State Agency
Alcohol, Tobacco & Other Drug Services:
The Department of Health and Human Services Division of Alcohol, Tobacco & Other
Drug Services is New Hampshire’s Single State Agency. It receives
funding through CSAP’s Block Grant to oversee activities related
to community-based prevention and treatment services. It also allocates
state general funds
for prevention and treatment, staffs the NH State Incentive Program,
and manages the governor’s portion of the Safe and Drug Free Schools
and Communities grant to fund community-based outreach and prevention
activities. New Hampshire has a state wide prevention system that is all coordinated by the Division of Alcohol, Tobacco and other Drug Services: has two Contracts Management staff and two Training and Technical Assistance staff who operate in the field. Other Statewide Substance Abuse Prevention Funding Agencies NH Tobacco Prevention & Control Program: The NH Tobacco Prevention & Control Program is sponsored by the NH Department of Health and Human Services in cooperative agreement with Centers of Disease Control and Prevention. TPP aims to reduce tobacco use by all NH Citizens, particularly youth. This statewide initiative uses an evidence-based strategic approach in its program development and implementation. TPP concentrates its efforts on social and environmental changes to reduce the prevalence and consumption of tobacco use by adults and children among all populations in New Hampshire. Program goals are to: Prevent the Initiation of Tobacco Use by New Hampshire Youth; Eliminate Exposure to Second-Hand Smoke; Promote the Access and Availability of Cessation Services; Eliminate the Disparate Use of Tobacco by Special Population Groups in the State Department of Education: The New Hampshire State Department of Education oversees New Hampshire’s Safe and Drug Free Schools and Communities grant, which funds school-based prevention services throughout the state. This funding is generally administered on an entitlement basis, but certain grants are administered on a competitive basis. State Liquor Commission, Bureau of Enforcement: The New Hampshire State Liquor Commission’s Bureau of Enforcement works to enforce laws that prevent youth access to alcohol and tobacco. Highway Safety Agency: The Highway Safety Agency is the agency responsible under the executive direction of the governor for developing and implementing a statewide program designed to reduce traffic crashes and the resulting deaths, injuries and property damage. New Hampshire Department of Justice: The New Hampshire Office of Justice supports the activities of several coalitions throughout the state that focus on underage alcohol and tobacco use. Coalition activities are funded by a federal grant from the Office of Juvenile Justice and Delinquency Prevention to combat underage drinking. Agencies/Organizations in State that Provide Technical Assistance and Training New Futures fosters, promotes and supports effective strategies to reduce the harm caused by alcohol, tobacco and other drug problems in New Hampshire. New Futures is focusing on two goals: reducing underage alcohol problems and increasing access to treatment through leadership development, policy development, information dissemination, and program innovation. Community Diversion Program Serving 19 towns in the Seacoast NH area,
CDP offers early intervention programs to prevent alcohol, tobacco and
other drug abuse. New Hampshire Teen Institute for the Prevention of Alcohol and Other Drug Abuse offers wellness-focused prevention programs that train and motivate teens to make a positive difference in their schools and communities. This series of affirming, informative, and experiential programs helps teens build strength of character, camaraderie, a broad network of support and lives that are dependency free. Building youth leadership is the key strategy in preventing adolescent alcohol, tobacco and other drug use and abuse. Our unique training format empowers teens to create healthy lifestyles and positive environments for themselves and others. RADAR Network (Regional Alcohol and Drug Awareness Resource) The New Hampshire Division of Alcohol, Tobacco & Other Drug Services is the state RADAR center. NH-Dartmouth Psychiatric Research Center, 105 Pleasant Street, Concord, NH 03301, (603) 271-5747: Dr. Stanley Rosenberg, a researcher with the NH-Dartmouth Psychiatric Research Center, is under contract to conduct a statewide evaluation of the NH State Incentive Program. New Futures fosters, promotes and supports effective strategies to reduce the harm caused by alcohol, tobacco and other drug problems in New Hampshire. New Futures is focusing on two goals: reducing underage alcohol problems and increasing access to treatment through leadership development, policy development, information dissemination, and program innovation. New Futures generates limited new data, but has done a nice job of packaging data into several publications. Health Statistics and Data Management (HSDM) mission is to analyze and disseminate New Hampshire health-related data, including vital record, hospital, cancer, and behavioral risk factor surveillance information. Youth Risk Behavior Survey is now available on line. Teen Assessment Project, UNH Cooperative Extension TAP is a multifaceted community-based research, education, and coalition building program. Using a 160 - item survey customized by the community, TAP measures teen concerns, attitudes and behaviors both positive and problematic. Results are shared to increase community awareness and knowledge of teen issues and help communities collaborate to support positive youth development and address areas needing attention. TAP sets a baseline from which to evaluate local efforts. |
