| Maine The Pine Tree State Single State Agency The Office
of Substance Abuse (OSA) is located within the Maine Department of
Behavioral and Developmental Services and is the Single State Agency for
Maine. It oversees Maine’s alcohol and substance abuse service delivery
system and administers funding for the following programs: Maine’s
Substance Abuse Prevention and Treatment Block Grant, the U.S. Department
of Education’s Safe and Drug-Free Schools and Communities grant,
the U.S. Office of Juvenile Justice and Delinquency Prevention (OJJDP)
Enforcing Underage Drinking Laws grant, the statewide Juvenile Drug Court
program, and contracts for community-based prevention services funded
from the sources listed above and from tobacco settlement funds. OSA also
sponsors Best Practice Forums on a monthly basis that provide practitioners
with an opportunity to network, do peer review, and obtain updates on
recent research findings. The Office of Substance Abuse (OSA) provides and administers all prevention services throughout the state of Maine. Other Statewide Substance Abuse Prevention Funding Agencies Department of Education: The Maine Department of Education partners with OSA to administer Maine’s Safe and Drug Free Schools and Communities grant. Department of Human Services, Maine Center for Disease Control and Prevention: The Maine Center for Disease Control and Prevention has 18 divisions, providing services in such areas as teen and young adult health and tobacco control. Through a Memorandum of Understanding, it conducts random, unannounced tobacco inspections to satisfy OSA’s Synar compliance requirements. Agencies/Organizations in State that Provide Technical Assistance and Training AdCare Educational Institute, Inc: Adcare is a private, non-profit corporation that provides training for substance abuse counselors, corrections personnel, nurses, social workers, psychologists, health educators and other allied public health care personnel in both Maine and Massachusetts. Currently, it is the largest substance abuse training organization in Massachusetts and one of the largest in New England. Maine Association of Substance Abuse Programs, Inc. (MASAP): The Maine Association of Substance Abuse Programs, Inc. (MASAP) is a grassroots organization representing over 600 agencies and individuals in Maine and the prevention organization that concentrates on public policy and public education. Maine's Environmental Substance Abuse Prevention Center at Medical Care Development: (MESAP) provides practical training, technical assistance, and ongoing capacity-building in prevention strategies to foster community environments with healthy policies, practices, and norms. Trainings and materials are grounded in day-to-day implementation of the latest research and best practices related to policy change, enforcement, collaboration, and communications. MESAP is funded by the Maine Office of Substance Abuse (OSA), and many services are available at no cost to OSA grantees. RADAR Network (Regional Alcohol and Drug Awareness Resource) Office of Substance Abuse Information and Resource Center: The OSA Information and Resource Center loans books, videos, pamphlets, posters and other important resources to citizens and agencies throughout the state. Diffusion Project, a continuation of the Six State Project, administers a uniform student survey over a five-year period, and collects archival data on five selected communities in Maine. Maine Office of Substance Abuse: The Office of Substance Abuse website exists to provide Maine's citizens with alcohol and other drug information and links to resources and research for prevention, education and treatment. The intent of this site is to provide current Maine specific information and links. It also provides links to selected valuable national and international sites for more global information. Maine Safe and Drug-Free Schools and Communities Data Collection Project: This project is a partnership among the OSA, the Maine Department of Education and Research Triangle Institute (RTI) and is funded by the U.S. Department of Education’s Safe and Drug-Free Schools and Communities grant. The project will enhance the state's capacity to gather data on alcohol, tobacco, and other drugs prevention programs and on prohibited behavior among youth in Maine's local school systems.
