Hi. My name is Marc Posner and I've worked as a researcher and writer for a variety
of projects at Education Development Center, Inc. I was recently conducting key
informant interviews about services provided to runaway and homeless children
in a mid-sized New England city. I spoke to the police chief and asked him if
there was any neighborhood which served as the city's "drug supermarket" or "red
light district." He told me that, while the city had problems with both drug-dealing
and prostitution, it was not localized to a particular neighborhood. Later, I
asked the same question of the head of a municipal agency that served at-risk
teens. He said "Oh sure, it's Main Street, between 4th and 7th Avenues." His
answer held two important lessons. One was that the police chief either didn't
know, or wouldn't admit, the existence of this particular problem. And the other
was not to rely on one source for important information.
