TERROS, Inc.: Safe Out

The Safe Out program targets the reduction of excessive drinking and its associated consequences in the Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) community of central Phoenix, Arizona. Safe Out works in collaboration with the LGBTQ Consortium, a coalition of the LGBTQ community members and straight allies who seek to empower the overall health and wellness of the LGBTQ community in the state of Arizona.

Safe Out employs a multi-strategy approach, including public information social-marketing, community development, community education, responsible beverage server training, and environmental change. The program engages the LGBTQ Consortium through continuous outreach efforts to strengthen its growth and sustainability. Safe Out has developed a presentation that is delivered to the target community that includes data related to excessive alcohol consumption, intervening variables, consequences, and tactics that can be used to encourage more responsible drinking. The program trains the staff of local LGBTQ-friendly bars and restaurants on Arizona’s Title IV liquor laws as they pertain to responsible beverage service. It also encourages LGBTQ community event planners to change their established policies related to access to alcohol.

With funding from SAMHSA’s FY2014 Subcontracts to Build Evaluation Capacity for Evidence-Based Interventions, TERROS, Inc. will enhance the evaluation of Safe Out to gain additional evaluation data needed to move toward evidence-based status. Specific activities will include:

  • Conducting a prevalence survey of the LGBTQ population in the Phoenix Metropolitan Area to understand the impact of current program efforts on alcohol use
  • Expanding current evaluation processes to measure impact on illicit drug use and alcohol use
  • Soliciting the community’s perceptions on Safe Out’s marketing efforts (social and print media) through focus groups and interviews
  • Conducting an in-depth analysis of the responsible beverage service training delivered to identified LGBTQ-friendly bar staff
