Parents and Children Together (PACT): Kaneohe Community Family Center and the Community Works in 96744 Coalition

Community Works in 96744 is a program of the Kaneohe Community Family Center, a community-driven program of Parents and Children Together (PACT), a private, non-profit family support agency.

In response to decreasing rates of school attendance and on-time graduation, increasing dropout and truancy rates, and related youth alcohol, tobacco, and other drug use among young people living in the 96744 zip code, the Community Works in 96744 Coalition (CWC) developed and implemented a social marketing campaign. At the heart of the campaign is a focus on common community values referred to as the 5Rs—Respect, Responsibility, Relationships, Resourcefulness, and Resiliency. To increase and broaden the community’s exposure to the 5Rs campaign messages, the CWC uses a number of channels, such as newsletters, in-school presentations, parent workshops, fairs, and service learning activities, to reach individual youth, as well as their peers, families, schools and community members.

With support from SAMHSA’s Service to Science Subcontract to Build Evaluation Capacity for Evidence-based Interventions, the CWC plans to hire an evaluator who will collaborate with them to build their evaluation knowledge and skills, as well as implement a plan to gather more credible evidence of program effectiveness. Specific enhancements include: designing and administering data collection methods and tools; acquiring software for data management and analysis; training staff to use data management software and collect appropriate data; analyzing data collected within the grant period; designing a report template; training staff to analyze and report data; and writing a technical report on the evaluation plan, data collection, analysis, and reporting.
