Brief Overview of Statewide Prevention Plan

The Michigan Department of Community Health (MDCH), Office of Drug Control Policy (ODCP) has principal responsibility for administration, implementation and monitoring of the Substance Abuse Prevention and Treatment Block Grant. MDCH/ODCP contracts with a statewide network of 16 Coordinating Agencies, each with a funded Prevention Coordinator position, to deliver prevention services consistent with state and federal policies. In turn, the Coordinating Agencies subcontract with 172 licensed prevention programs in their jurisdiction to address local needs and deliver a mix of prevention programming within the six federal strategies. MDCH/ODCP does not, however, provide funding for the alternative strategy, although many Coordinating Agencies work with local with other funding to assure the availability of these services. Implementation of the Synar Amendment is also the responsibility of MDCH/ODCP. A statewide network of Designated Youth Tobacco Representatives was established and continues to conduct a range of activities regarding youth use of tobacco locally throughout the year. The Designated Youth Tobacco Representatives also coordinate and conduct the annual compliance checks.

Prevention services are also coordinated at the state level with a number of other state departments such as the Michigan Department of Education, Michigan State Police/Office of Highway Safety Planning and the Family Independence Agency.

Michigan develops and distributes an annual document called the Annual Action Plan Guidelines to their 16 Coordinating Agencies to use for prevention program planning.

Single State Agency (SSA) is the organization designated by the State Governor to coordinate substance abuse prevention efforts in that state.

State Regional Alcohol and Drug Awareness Resource (RADAR) Network consists of state clearinghouses, prevention resource centers, Department of Education Regional Training Centers, and national, international, and local organization supporting substance abuse prevention activities.

The National Prevention Network (NPN), an organization of State alcohol and other drug abuse prevention representatives, provides a national advocacy and communication system for prevention. NPN is administered by NASADAD.
