Since 1997 he has served as the Lead Evaluator for the Southwest Resource Team. Dr. James is also a senior research scientist with Education Development Center, Waltham, MA. Dr. James collaborates with the PI/Chief of Data and Evaluation at EDC and other RT evaluators to conceptualize and develop CAPT evaluation procedures and processes; assess training and technical services; manage and analyze evaluation data and prepare internal and external evaluation reports to document outcomes and guide improvement of services. He also supports evaluation of other CAPT initiatives and collaborates with other CSAP contractors. He works closely with CAPT staff at EDC and CSAP to help ensure the production and delivery of high quality and timely information.
Dr. James is a Professor Emeritus in political science at the University of Oklahoma where he also served as the Director of the Institute for Public Affairs. Since receiving his Ph. D. from the Ohio State University in 1976, he has directed and conducted applied policy research projects for a wide range of federal, state, and local agencies and nonprofit organizations. He has extensive experience with all phases of policy research and regularly taught (and continues to do so on at reduced level) graduate courses on measurement, data analysis, program evaluation, and policy analysis. Dr. James has coauthored three books and more than 90 journal articles, reports, and monographs that focus on a variety of substantive policy areas, knowledge generation and its use in the policy process, and governmental capacity building.
