Associate Chief of Data and Evaluation
Michele is responsible for designing, implementing, and managing process and impact evaluation of all activities for SAMHSA's CAPT. This includes developing and refining the project’s evaluation plan, assessing client needs, tracking services, measuring changes in the capacity and prevention approaches taken by states, local providers, and programs as a result of CAPT service delivery, producing progress and performance reports, and collaborating with CSAP and CSAP contractors to ensure that CAPT data collection systems accurately reflect CAPT service efforts. She relishes working closely with Core and Regional Team technical assistance and evaluation staff to monitor service efforts and coordinate common evaluation activities, such as the evaluation of large-scale national grantee conferences. With the CAPT since it began in 1997, Michele has also assisted in the provision of training and technical assistance, including developing support materials and serving as an expert moderator of CAPT online courses on topics related to assessment, evaluation, and performance measurement.
Michele is Senior Research Associate for Social Science Research and Evaluation, Inc. (SSRE). Her research, publication, and presentation experience addresses diverse areas such as youth health behavior, substance use and abuse, domestic violence, foster and adoptive care, peer leadership, and assessing program fidelity. Ms. Cummins leads SSRE’s student survey division and has consulted to over forty communities on the design, implementation, analysis, and reporting of data from student health surveys. She has worked with local agencies, state agencies, foundations, and federal agencies such as the Center for Substance Abuse Prevention, the Center for Mental Health Services, and the National Institute of Justice.
