Training and Technical Assistance Specialist
As a Training and Technical Assistance (T/TA) Specialist for SAMHSA's CAPT’s Northeast Resource Team, Lourdes provides services to States in the Northeast service area. Prior to her work in the Northeast, she served as T/TA Specialist for SAMHSA's Southeast CAPT. With more than 30 years of experience working in the areas of substance abuse, mental health, and quality and program management fields, Lourdes has placed special interest in strategic prevention planning, translating prevention theory to practice, substance abuse prevention in urban settings and working with under-sourced and Hispanic communities. She worked as program manager for the State Incentive Grant in Puerto Rico, and provided technical assistance to HIV/AIDS programs, and community coalitions. In her current position, she provides technical assistance and coaching to States with the implementation and sustainability of the Strategic Prevention Framework to address the priority substance abuse prevention needs. She has served as a temporary advisor to the Pan-American Health Organization, providing assistance in alcohol-related policing to countries in South America. She has a Masters of Social Work from the University of Puerto Rico and has completed additional graduate courses in social planning and public administration.
