Co-Director
As Co-Director for SAMHSA's CAPT, Julie is responsible for the overall functioning of SAMHSA's CAPT along with the Director and members of the senior advisory team. Additionally, she provides leadership on a range of Core projects, communicates routinely with Regional Teams, and facilitates meetings for the CAPT Management Team and the Core. Julie has been involved with SAMHSA's CAPT system since its inception in 1997 and leads the current contract toward positive integration of SAMHSA's CAPT system.
Julie has been Director of Prevention for the Center for the Application of Substance Abuse Technologies (CASAT) since 2000. There she has directed the West Regional Team, managing approximately 20 staff and consultants. Julie has extensive knowledge in the field of substance abuse prevention, is a very skilled public speaker, and has a history of creating exemplary technical assistance products, trainings, and conferences. She has held numerous leadership positions including serving as Vice-Chair and Chair of the National CAPT Steering Committee, leading multiple cross-regional CAPT product development teams, and directing the earlier West CAPT contract. Julie is a Certified Prevention Specialist and the senior author of the substance abuse prevention textbook entitled, Substance Abuse Prevention: The Intersection of Science and Practice. Prior to her work with the CASAT, Julie was a prevention specialist and NPN for Nevada’s Bureau of Alcohol and Drug Abuse for five years and the California State Red Ribbon coordinator for two years. She has a doctorate in sociology from the University of Nevada, Las Vegas.
