Joyce is the evaluator for SAMHSA’s CAPT West Resource Team. She has 13 years of experience evaluating youth development, juvenile justice, and substance abuse prevention and treatment programs throughout the western region. Since 2007, Joyce has served as the lead evaluator for the University of Nevada, Reno’s Center for the Application of Substance Abuse Technologies’ (CASAT’s) grant-funded programs, including the SAMHSA CSAT Mountain West Addiction Technology Transfer Center (ATTC) and CDC’s Frontier Regional Fetal Alcohol Spectrum Disorders Training Center. She is experienced in evaluation tool development, data collection and analysis, and reporting. Joyce earned her Ph.D. in social psychology from the University of Nevada, Reno.
