Senior Training and Technical Assistance Associate
Debra Gardner Morris is a Senior Training and Technical Assistance Associate for the Core and Central Resource Team of SAMHSA’s CAPT system. Debra supports work at the national level by providing advanced training and technical assistance to CAPT clients throughout the national system. Debra also designs and delivers training and technical assistance to grantees within the Central Resource Team’s service area.
Prior to joining CAPT, Debra was Director of Emory University School of Public Health’s Tobacco Technical Assistance Consortium (TTAC). She managed and provided training and technical assistance services at all levels of government and nonprofit organizations. She supported efforts to increase capacity of the public health workforce to implement evidence-based tobacco prevention and control strategies; launch new public health initiatives; and strengthened existing programs.
Debra has facilitated multi-agency program alignment processes to create unified service delivery models. She also delivered TA services and led training programs on health disparities, cultural competency, tobacco prevention and control, diabetes prevention, engaging and mobilizing communities to implement environmental and systems changes, perinatal substance abuse prevention, reducing risk of cardiovascular disease, and nutrition and fitness.
Debra received a BA degree from Spelman College and an MPH degree from Emory University focused on behavioral sciences and health education. She is a Master Certified Health Education Specialist (MCHES).
