Evaluator
As Evaluator for SAMSHA’s CAPT's Southeast Resource Team, Bertha provides evaluation-related technical support for the region's grantees. She brings to the position more than 30 years of experience in program evaluation, strategic planning, and training and technical assistance. She has directed numerous studies of community-based, State, and federal initiatives, including statewide surveys of student alcohol, tobacco, and drug use and risk behavior. Prior to joining the Southeast Resource Team, Bertha was president of Precision Research & Evaluation, LLC, based in Greenbelt, Maryland. Her work there focused on evaluating community initiatives to provide comprehensive services to HIV/AIDS- and substance abuse-affected families, family support programs, and services targeting at-risk children and youths.
Bertha received her Ph.D. from North Carolina State University in educational research and policy analysis, with a minor in public administration. She received a masters degree in measurement, research, and statistics from Johns Hopkins University.
