- Structure of Hawaii's system
The State of Hawaii Department of Health, Alcohol and Drug Abuse Division (ADAD) generally subscribes to a logic and risk/protective model of prevention. The mission of ADAD is to provide the leadership necessary for the development and delivery of quality substance abuse prevention, intervention, and treatment services for the residents of the State of Hawaii. The recently adopted State Substance Abuse Prevention Plan, developed through the State Incentive Grant, identifies community needs on the basis of both risk and protective factors, utilizes evidence-based prevention programming, and employs a comprehensive approach by implementing the six CSAP strategies. ADAD meets regularly with Hi-Net, a group of State agencies that provide prevention funding and technical assistance with federal substance abuse funding, to coordinate statewide prevention efforts. Regular meetings are also convened with the advisory council for the State Incentive Grant to implement the State Substance Abuse Prevention Plan. ADAD also collaborates on a regular basis with community-based coalitions focusing on the reduction of underage drinking and the enforcement of underage drinking laws. ADAD also coordinates with the Department of Health to present an evidence-based prevention focus in legislative testimony. ADAD contracts with community-based provider organizations to deliver prevention services on each of the islands. Prevention concepts, such as the six CSAP strategies for primary prevention and the use of evidence-based programming, are communicated to providers through contract requirements and ongoing training. In accordance with the State Prevention Plan, ADAD prevention services cover a range of programs serving Native Hawaiians, school-aged youth, parents, community citizens, and elderly at risk for prescription drug and alcohol abuse. Contracts and memoranda of agreement with providers and local law enforcement agencies enable the State to conduct on-site inspections and compliance checks to enforce Hawaii’s laws prohibiting the sale of tobacco and alcohol to underage persons.
