Training Overview

Community Prevention System Change

The Substance Abuse and Mental Health Services Administration has adopted the Strategic Prevention Framework (SPF) to guide planning, implementation and evaluation of all substance abuse prevention, treatment and mental health services. The SPF process encourages use of data-driven decision making and increased collaborative planning among community members, agencies, and organizations in order to accomplish population level changes in substance use and related consequences. In order to achieve the real benefits of the SPF process, many communities will need to enhance the capacities of their prevention system. This workshop explores the steps of the SPF process and the capacities needed within a community prevention system to effectively implement each step. Discussion will focus on assessing and strengthening readiness for community capacity change as well as overcoming resistance to change.
