of Health, Bureau of Drug and Alcohol Programs: The Department
of Health/Bureau of Drug and Alcohol Programs (BDAP) is the state of Pennsylvania’s
single state agency for providing comprehensive substance
abuse services throughout Pennsylvania. The Bureau of Drug and Alcohol Programs,
within the Department of Health provides services to the residents of the Commonwealth
by contracting local government units in each county or groups of counties.
The local governmental bodies called Single County Authorities; plan and implement
community based services in accordance with the Bureau of Drug and Alcohol
Programs decentralized planning, prevention, and treatment philosophy.
Strategic Prevention Framework
Single County Authority (SCA) -The Department of Health subcontracts to 49 (SCAs) who, in turn, contract with private service providers, and are responsible for planning and implementing community-based services throughout the state's 67 counties. The Bureau of Drug and Alcohol approves these plans and formulates a statewide program. Most SCA's contract with independent providers for treatment, prevention and intervention services while several administer their own direct services.
Other Statewide Substance Abuse Prevention Funding Agencies
Department of Education: Receive funding through the Safe and Drug Free Schools grant to oversee school-based prevention services.
Pennsylvania Liquor Control Board: Involved in addressing underage drinking, promoting awareness of alcohol, organizing coalitions, and developing initiatives to reduce DUI.
Pennsylvania Commission of Crime and Delinquency: The mission of the Pennsylvania Commission on Crime and Delinquency (PCCD) is to serve as a catalyst for the prevention and reduction of crime and delinquency and to enhance the quality of justice for all Pennsylvanians. The Statistical Analysis Center in the PCCD provides statewide criminal statistical and analytical services; conducts original research, collects data and analyzes existing information to address current criminal justice system issues and problems; publishes research reports; conducts impact analyses of policies affecting the criminal justice system; and provides coordination of pooled data, expertise and resources for projecting state correctional populations and analyses of legislation affecting corrections via a multi-agency committee.
Agencies/Organizations in State that Provide Technical Assistance and Training
Institute for Research, Education and Training in Addictions (IRETA), under a contract with the Commonwealth of Pennsylvania, Department of Health, Bureau of Drug and Alcohol Programs conducts the Regional Drug and Alcohol Training Institute. The goal of the Regional Drug and Alcohol Training Institute is to enhance the knowledge and skills of chemical abuse counselors, supervisors, case managers, as well as prevention staff in the Commonwealth of Pennsylvania.

The Pennsylvania Department of Health Public Health Information Clearinghouse (PADOHPHIC) operates as the information clearinghouse and referral center for the Pennsylvania Department of Health. In a statewide effort to promote healthy lifestyles for all Pennsylvanians, PADOHPHIC's mission is to serve as a resource center and provide a wide range of health-related information.

Evaluation Resources and State Data Sources
The Northeast Addiction Technology Transfer Center (ATTC), located in Pittsburgh,
PA, is designed to enhance the quality of addiction treatment and recovery services
