Office of Alcohol and Substance Abuse Services (OASAS): The Office of Alcohol and Substance Abuse Services serves as the Single State Agency for the state of New York. OASAS oversees the state’s alcohol and substance abuse service delivery system, including the state's efforts to prevent alcohol, tobacco, and other drug problems through more than 400 school- and community-based prevention programs. Additionally, OASAS oversees the New York State Incentive Grant and the governor’s portion of the Safe and Drug Free Schools and Communities grant.
OASAS subcontracts with several local agencies that oversee treatment and prevention activities at the local level, including local councils of alcoholism and drug abuse, as well as various agencies that employ providers.
Other Statewide Substance Abuse Prevention Funding Agencies
Department of Education: The New York State Department of Education oversees New York’s Safe and Drug Free Schools and Communities grant, which funds school and community-based prevention services throughout New York.
Office of Mental Health: The Office of Mental Health provides an integrated system of mental health and related services to promote the mental health of citizens of New York state while emphasizing the recovery of those with significant psychiatric disabilities.
Office of Children and Family Services: The Office of Children and Family Services funds before- and after-school recreational and social programs in cooperation with schools, school districts, and other community-based providers.
Division of Criminal Justice Services: The Division of Criminal Justice Services supports several community-based court diversion and community service alternative sentencing programs throughout the state.
Agencies/Organizations in State that Provide Technical Assistance and Training
OASAS administers a comprehensive statewide education and training program for alcoholism and substance abuse professionals through its Bureau of Professional Development Training Unit. The Office also maintains a Video Vault Library containing educational videotapes on alcoholism and substance abuse topics. OASAS also collaborates with the Professional Development Program of Rockefeller College to promote the work of the Regional Addiction Technology Transfer Center (ATTC).
RADAR Network (Regional Alcohol and Drug Awareness Resource)
The OASAS Bureau of Communications and Community Relations has been designated as the State RADAR Network Center for New York. The RADAR Network of addiction agencies is coordinated by the National Clearinghouse for Alcohol and Drug Information (NCADI), a service of the Center for Substance Abuse Prevention (CSAP), US Department of Health & Human Services. The RADAR Network Centers gather, share and exchange information responding to alcohol and substance abuse prevention needs for their communities and operate an integral part of NCADI's distribution system
Research Institute on Addictions (RIA) is a research center of the University at Buffalo, The State University of New York, and a national leader in the study of alcohol and substance abuse issues. RIA’s research programs, most of which have multiple year funding, are supported by federal and private foundation grants. Research includes topics related to a variety of issues, including the following: the etiology, prevention, and treatment of addictions; the role of alcohol and other drugs in violence needs of special populations, including minorities, women, and youth; family functioning and its relationship to alcohol and substance use; the assessment and treatment of persons arrested for driving while intoxicated; and the social, medical, psychological, and neurophysical aspects of addictions gambling.
OASAS Prevention Risk Indicator/Services Monitoring System (PRISMS): A compilation of county-level archival data formed into three indices, County-Risk Index, Youth Risk Index and Youth ASA Consequences Index, that provides counties with a ranking of their level of risk, in these three areas, for ASA problems.
New York State Touchstones: Touchstones is a set of common goals, objectives and outcome measures that guides the state’s health, education, and human service agencies in setting interagency and single agency agenda.
New York State County Health Indicators Profiles: These data sources contain 1993-1997 data for all counties within northeastern New York, Hudson Valley, New York City, Long Island, North Central New York, South Central New York, Finger Lakes, and Western New York.
