Maryland Department of Health & Mental Hygiene, Alcohol and Drug Abuse Administration: The Maryland’s Department of Health & Mental Hygiene, Alcohol and Drug Abuse Administration (ADAA) is the state’s Single State Agency responsible for the planning, development, coordination and delivery of prevention services in the state of Maryland. ADAA receives funding through CSAP’s state block grant and through its own state funding sources. Within this agency, the Prevention Division serves as the major liaison between the Alcohol and Drug Abuse Administration and the Alcohol and Other Drug Abuse prevention service providers in Maryland. It oversees state prevention activities through its 24 prevention coordinators. ADAA has also established four ATOD college prevention centers within each region in the state. These centers, providing technical assistance on program development and implementation to the universities/colleges within their regions, and they are housed at Bowie State University, Frostburg State, Towson University, and the University of Maryland at Eastern Shore. ADAA has established program standards for its funded prevention providers for which copies can be obtained by contacting the ADAA prevention office. The State Incentive Grant has been awarded to Maryland. The grant will be coordinated through the Governor’s Office of Crime Control and Prevention.
ADAA has established a County Prevention Coordinator networking system. The Prevention Coordinator Network is an established, successful and recognized strategy to plan, deliver, coordinate and monitor prevention services that meet the varying needs of each local sub-division. Prevention Coordinators communicate with and serve as resources for the community in the process of program planning and community building. There is one designated Prevention Coordinator in each of Maryland's 24 jurisdictions. Prevention Coordinators work closely with all elements of the community (including schools, human services agencies, youth services agencies, substance abuse treatment programs, neighborhood organizations, businesses, parent groups, religious groups and law enforcement officials) to identify needs, develop substance abuse projects and obtain funding.
In order to provide a credible and knowledgeable group of trained prevention professionals, the ADAA collaborates with the Maryland Addictions Counselor Certification Board to provide credentialing for two levels of professionals. Contact person: Sandra Wilson, (410) 228-3223.

Other Statewide Substance Abuse Prevention Funding Agencies
Department of Education Safe and Drug-Free Schools and Communities Grant: Maryland's Safe and Drug-Free Schools and Communities grant funds all 24 local school systems throughout the state, supporting local efforts to prevent violence in and around schools and to strengthen programs that prevent the illegal use of tobacco, alcohol, and other drugs. These efforts include kindergarten-grade 12 drug prevention and education; student assistance/early intervention; peer leadership, tobacco, alcohol, and other drug policy; the middle grades tobacco prevention initiative; and the biennial Maryland adolescent survey.
Governor’s Office of Crime Control and Prevention: The Governor's Office of Crime Control and Prevention administers two grant programs to support alcohol and drug prevention. This office also administers a portion of the Safe and Drug Free Schools and Communities funding to local community groups and agencies to support the development of effective community-based substance abuse and violence prevention activities for youth. The office also is funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to fund local jurisdictions that step up enforcement of underage drinking laws and launch vigorous public awareness campaigns.
Agencies/Organizations in State that Provide Technical Assistance and Training
Office of Education and Training for Addiction Services (OETAS) - The Office of Education and Training for Addiction Services (OETAS) is a division of the Maryland Alcohol and Drug Abuse Administration. Their mission is to design and deliver high quality addictions training to meet the varied needs of professionals across Maryland who work with at risk, substance abusing, and substance dependent individuals. OETAS offers courses, workshops, seminars, and conferences throughout the year, in both commuter and residential settings. Over 2000 students attend their Institute of Alcoholism and Drug Abuse Studies each year.
RADAR Network (Regional Alcohol and Drug Awareness Resource)
ADAA Maryland Network Center -The Maryland RADAR program, located within the ADAA prevention Office, provides the means of serving timely resource material provided by the federal Center for Substance Abuse Prevention (CSAP). Materials such as pamphlets and brochures are available upon request.

The ATOD College Prevention Centers administer the CORE Alcohol and Drug Survey.
Drug Early Warning System (DEWS): DEWS provides state, county, and local policy-makers, program administrators, and community activists with ongoing, timely information about drug-use patterns to assist them in developing coordinated responses to meet local needs. This site is maintained by the Center for Substance Abuse Research (CESAR), a research center within the College of Behavioral and Social Sciences, University of Maryland College Park.
