Delaware Health and Social Services, Division of Substance Abuse and Mental Health: The Division of Substance Abuse and Mental Health (DSAMH) provides administrative oversight of substance abuse prevention activities to at-risk populations. DSAMH administers, coordinates, and monitors the State Incentive Grant (SIG) Program, and the state’s Synar activities under the Substance Abuse Prevention and Treatment Block Grant. DSAMH conducts Needs Assessments for substance abuse prevention services and provides training and technical assistance in research-based curricula.
Other Statewide Substance Abuse Prevention Funding Agencies
Criminal Justice Council: The Delaware Criminal Justice Council (CJC) oversees the Criminal Justice Funding that established a fully knowledgeable juvenile and criminal justice community including the general public, and promotes participation by providing training, dissemination of information, conducting public hearings, and providing technical assistance. CJC provides a full range of sanctions and rehabilitation for offenders. Some of the services include job skills, education, counseling, and alcohol, tobacco, and other drug treatment.
Department of Education: The Delaware State Department of Education (DOE) oversees Delaware’s Safe and Drug Free Schools and Communities grant, which funds school and community-based prevention services throughout Delaware. DOE provides teacher training in research-based models, provides access to tobacco cessation programs, and provides education, counseling and referral to treatment.
Department of Health and Social Services/Division of Public Health: The Division of Public Health provides resources and training for tobacco merchants to assist them in complying with state youth access to tobacco laws. The Division also provides comprehensive tobacco control programs based on best practices which include media campaigns, community programming, tobacco cessation, and program evaluation.
Department of Public Safety/Office of Highway Safety: The Office of Highway Safety provides resources for anti-impaired driving awareness and enforcement activities through the National Highway Traffic Safety Administration and Department of Justice. The Office oversees Delaware’s system of DUI treatment providers, and supports and advocates for anti-impaired driving legislative initiatives.
Department of Services for Children, Youth, and their Families, Office of Prevention and Early Intervention: The Office of Prevention and Early Intervention (OPEI) provides services aimed at preventing child abuse, dependency, neglect, juvenile delinquency, mental health disorders, and drug and alcohol abuse among children and youth. It supports a variety of programming for children and families in a broad array of best practice prevention strategies to community-based programs for children and their families, community-strengthening activities, public education and training to enhance the skills of those who work in prevention. OPEI houses a clearinghouse that offers free state-of-the-art prevention materials.
Delaware State Housing Authority: The Delaware State Housing Authority (DSHA) administers the Public Housing Drug Elimination Grant. DSHA coordinates and provides appropriate substance abuse prevention services and programs at public housing sites. DSHA supports and participates in statewide efforts that provide services for at-risk youth and families and partners with local law enforcement agencies to provide enhanced coverage at public housing sites.
Agencies/Organizations in State that Provide Technical Assistance and Training
Delaware Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH): The Single State Agency (SSA) has a training office located within the Division that identifies treatment and prevention training needs of contractors annually and offers specific training that is identified through the needs assessment process.
Technical assistance and training are also offered by some of the agencies listed above.
RADAR Network (Regional Alcohol and Drug Awareness Resource)
The RADAR Center is located at the Department of Services for Children, Youth, and Their Families, Office of Prevention and Early Intervention. Other affiliate centers include the Delaware Technical and Community College, Kent County Learning Resource Center, NCC Learning Resource Center, New Castle County Community Partnership, and the YMCA Resource Center.
University of Delaware, Center for Drug and Alcohol Studies: The University of Delaware’s Center for Drug and Alcohol Studies is conducting the evaluation of the Delaware’s SIG program in collaboration with the U of D’s Center for Community Development and Family Policy in the College of Human Resources, Education and Public Policy. The evaluation efforts will include coordinating needs assessment and capacity evaluations statewide. Intensive outcome evaluations will also be conducted for some of the subrecipient program activities. Other evaluation activities include a process evaluation of the statewide efforts for planning, developing a unified ATOD strategy, and the coordination of ATOD funding streams in Delaware.
